Soccer Rules
FIFA LAWS APPLY WITH EXCEPTIONS. Except as otherwise noted in these Rules, the FIFA Laws will govern the play of all games in this event.
DIVISIONS: Divisions are determined by grades. Middle School Division will include 6th through 8th grades. High School Division I will include 9th and 10th grades. High School Division II will include 11th and 12th grades. Post High School Division will include players who are no longer in high school. Players may elect to “play up” in an older division. There will be boys teams and girls teams, but no co-ed teams or divisions.
COST: Each team will pay a $20.00 application fee and a $40.00 registration fee. The application fee, submitted with the application form, will secure a position for the team in the tournament. The registration form will list participating players, coaches and assisting staff. All forms and fees must be received prior to the registration deadline of February 22, 2008.
TEAM REGISTRATION: Six is the maximum number of players on a team; 3 field players and 3 substitutes (A team must have a minimum of 2 field players). Players may only play on 1 team. There are no goalkeepers in 3V3. Roster changes, substitutions and additions must be made before the beginning of a team's first game. After the first game is played by a team, the roster shall not be changed during the tournament.
CHECK-IN: Check-in is MANDATORY at the RCCS Soccer Field 1 hour prior to the start of the first game on game day for all teams.
TEAM ACCEPTANCE INTO TOURNAMENT: As many teams will be accepted as possible. If a greater number of teams apply to play in the tournament than expected, the tournament will begin on Friday, March 7th. Teams are accepted immediately on a conditional basis when registered. All entries must be in by February 22, 2008 at which time schedules will be developed. In the event that a team is not accepted into the tournament, the $20.00 application fee will be refunded in whole to the team contact.
TEAM WITHDRAWAL: A team withdrawing from the tournament after its acceptance shall forfeit the $20.00 application fee. Every effort will be made to schedule around inclement weather. However, should the entire tournament be rained out, refunds will be made less administrative costs of $10.00 per team. In the event of a partial rainout, division winners will be determined based upon games completed.
TEAM UNIFORMS: All players must wear jerseys/shirts or numbered scrimmage vests during play. Each team should bring both a light and a dark colored jerseys/shirts/vests with numbers on the backs. If both teams are wearing the same color the team listed first on the schedule shall change uniforms. Shirts MUST have sleeves (no “muscle” shirts or tank tops allowed). If scrimmage vests are used, uniform jerseys or sleeved t-shirts will be worn under the vests. Shorts should have a minimum 6” inseam. Please, no short-shorts! Teams will be responsible for bringing their own scrimmage vests; none will be provided.
TOURNAMENT EQUIPMENT: All players must wear shin guards. Any player without shin guards will not be allowed to play. Ball size is a size 5 for all matches.
FIELD DIMENSIONS: The playing field is 40 yards long by 30 yards wide.
GOAL AND GOAL ARC: The goal itself measures 4 feet high by 6 feet wide. The goal arc is a 12-foot diameter arc and is directly in front of the goal. There is no ball contact allowed within the goal arc; however any player may pass through the goal arc. If the ball comes to rest in the goal arc, a goal kick is awarded regardless of who touched the ball last. Any part of the ball or player's body on the line is considered in the goal arc and is an extension of such. If a defender touches the ball in the goal arc, a goal is awarded to the offensive team. If an offensive player touches the ball within the goal arc, a goal kick is awarded to the defensive team.
GAME START AND DURATION: The game shall consist of 2 15-minute halves separated by a 2 minute halftime period OR the first team to reach 12 goals, whichever comes first. Games tied after regulation play shall end in a tie. Teams shall report to assigned fields a minimum of 10 minutes prior to assigned start time. In the event that a team is not readily available at game start time, the game shall begin by starting the time clock and 1 goal will be awarded to the opposing team for each minute that team is late. The team may report and the game will commence and finish based on timekeepers clock. In the event any team is more than 5 minutes late for the start of their game, that game will be forfeited. Teams are responsible for waiting until their eligibility for playoffs has been determined. There are no time outs in 3V3 soccer.
SUBSTITUTIONS: Substitutions may be made on the fly. The player may leave at any point of the field but must enter at the half way line. The departing player does not have to be completely off the field before the substitute enters provided that the departing player is not involved in the play.
GOAL SCORING: A goal may only be scored from a touch (either by offense or defense) within a team's offensive half of the field.
DIVISION STANDINGS: 3 GAME FORMAT All division standings shall be determined by the following point system: 1. Win=3 points, 2. Tie=1 point, 3. Loss=0 points, 4. 1 point for a goal differential up to 3 points, and 1 point for a shutout. A game forfeited will be scored 3-0 and the winning team receives 7 points. Points will be tallied to determine a winner in each division.
TIE BREAKER RULES: In the event of a tie, the group winner will be determined in the following order of applicability: 1. Winner in head-to-head competition. 2. Lowest total goals scored against. 3. Coin Toss
OFFSIDES: There are no offsides in 3v3 soccer.
SLIDE TACKLING: There shall be no slide tackling.
CAUTIONS: Any player receiving a Caution (Yellow Card) shall be required to leave the field of play for 2 minutes. They shall be substituted for at the time of the Caution. The Coach shall be required to monitor the 2-minute sit out. Any player receiving 2 yellow cards in 1 match will be allowed to participate in their team’s next match.
EJECTIONS: Players, Coaches’ or spectators ejected for inappropriate behavior will not be permitted to participate in any remaining matches.
FIVE-YARD RULE: In all dead ball situations, including kickoffs, defending players must stand at least 5 yards away from the ball. If the defensive player's goal area is closer than 5 yards, the ball shall be placed 5 yards from the goal area in line with the place of the penalty.
KICK INS: The ball shall be kicked into play from the sideline instead of a throw in.
INDIRECT KICKS: All dead ball kicks are indirect kicks with the exception of penalty kicks.
GOAL KICKS: Goal Kicks may be taken from any point on the end line, and not in the goal arc area or crease.
KICK-OFF: Kick-offs are indirect kicks and may be taken in any direction. A goal may not be scored from a kick-off!
PENALTY KICKS: Penalty kicks shall be awarded if, in the referee's opinion, a scoring opportunity was nullified by the infraction. An infraction does not automatically result in a red card. A penalty kick is a direct kick taken from the center of the mid-field line with all players behind the mid-field line and the player taking the kick. This is a “dead-ball” kick. If a goal is not scored, the defense obtains possession with a goal kick.
FORFEITS: Any team forfeiting 2 consecutive games will be removed from the tournament. Registration fee is nonrefundable.
PROTESTS: No protests will be considered during this tournament.
SPORTSMANSHIP: Players, coaches and spectators are expected to act in the nature of good sportsmanship at all times. Abuse of the referees will not be tolerated. Foul or obscene language will not be tolerated. Any instance of such conduct will disqualify the responsible team from the event.
SITUATIONS OR OCCURRENCES THAT THESE RULES DO NOT ADDRESS SHALL BE LEFT TO THE SOLE DISCRETION OF THE FIELD MARSHALLS AND THE TOURNAMENT DIRECTOR.
